Four-term incumbent Steve Smith has another challenger for the District 3 Florida Keys Mosquito Control Board this year. Key West resident Stephen Hammond, a Republican, filed to run on Friday, joining Democrats Smith and Key West Planning Commissioner Timothy Root.
